Account of the debate and eventual defeat in Parliament in 1786 of William Pitt's Fortification Bill. The proposals for fortifying Plymouth and Portsmouth at the hamlet of Maker on Mount Edgcumbe peninsula were drawn up by the third duke--then Master General of the Ordnance--and opposed in a pamphlet by Lieutenant Glenie.
