Examines issues of politics, law, artistic intention, public education, and site specificity in relation to Serra's public sculpture Tilted Arc, commissioned in 1979 by the General Services Administration for Federal Plaza in New York City, and dismantled amid controversy in 1989. Notes that the procedures attending the removal of the sculpture were a subversion of the democratic process as well as the public art process.
