For 50 of the 60 years between 1820 and 1881 the French government exercised the right to ban drawings before publication, while at the same time foregoing censorship of the printed word. When caricature was free from regulation (as in 1815-20, 1830-35, 1848-52, 1870-71, and periodically after 1881), it focused on political issues. When subjected to censorship, the focus shifted to fads and eroticism.
