Examines the recent involvement of the United States Congress and Senator Jesse Helms in the funding policies of the National Endowment for the Arts over issues of obscenity and art. Considers why the American art world has been afraid to protest this government censorship of art, and argues that the the time has come to stand up and be counted. Cites in paradoxical contrast the recent upheavals in the Soviet Union and Eastern Europe which have resulted in the demise of state-imposed controls on culture and the appointment of artists and writers to positions of political power.
