Discusses the Art in Public Places program of Dade County, Florida, established in 1973. Highlights the successes of the program, including a number of completed public art projects in Miami by well-known American artists. Chronicles the difficulties the program has encountered, largely financial and bureaucratic, which are seen as typical of the kind of pressures that public arts programs across the country are struggling with.
