Details new developments in the Soviet Union regarding art works looted from Germany during World War II. Cites the establishment of a Soviet commission to resolve the repatriation problem (1991) and the first public acknowledgment of the existence of secret Soviet depositories. Notes that Soviet government officials, including Soviet Minister of Culture Nikolaj Gubenko, do not wish to return these art works unless Germany agrees to return objects of equivalent artistic quality stolen from the USSR by the Germans.
