Considers the likelihood of a silver-plating industry having existed in Philadelphia ca.1790s-1810s. Relates this to Britain's Export Trade Act of 1785 which prohibited the export of materials and tools used in the production of iron, steel and fused-plate wares, and denied artisans in these industries the right to emigrate.
