Looks at opposing approaches to the building or rebuilding of urban open spaces in West Germany, contrasting the conservative tendency of some landscape architects and park administrators to cater to the privileged classes of society in their choice of park locations and designs, with the progressive political course which sought social equality that would be represented in the accessibility to all of open spaces. Studies the ideology of playground use and design as an example of these conflicting strategies.
