Account of the competition and commission for a mural in the Apellate Division Courthouse in New York (1894-1895), awarded to Simmons. The commission was sponsored by the Municipal Art Society and marks the beginning of the City Beautiful movement in New York. Simmons's mural is a characteristic example of American Renaissance public art. Its subject, Justice accompanied by children representing innocence and condemnation, is explained in the artist's autobiography. Side panels represent the Rights of Man and the Three Fates.
