Studies the creation and planning of the state capitals Belo Horizonte, 1894-1897 (plan by Aarão Reis) and Goiânia, 1930s (plan by Attílio Correia Lima) and the Pampulha section of Belo Horizonte, 1942 (architecture by Niemeyer); examines state participation and political symbolism, noting the push toward modernization that followed the proclamation of the republic in 1889.
