Reports that the 15th International Congress of the International Institute for Conservation of Historic and Artistic Works (Ottawa, 1994) was devoted to the topic, "Preventive conservation: practice, theory, research; " and notes developments in preventive conservation in the 1990s (e.g., the Dutch Delta Plan); concludes that preventive conservation must always take precedence over restoration and that significant restoration should be undertaken only by restorers with an appropriate depth of understanding of the cultural context of the object and an awareness of their own limitations.
