Reports on an attempt by the Barnes Foundation, which is under financial strain, to gain court permission for a relocation to Philadelphia that would be funded by grants from charitable organizations. Describes issues involved with making the relocation possible while still adhering to Barnes founder Albert C. Barnes's will.
