Discusses current thinking (since 1999) on legislation concerning cultural heritage in the German Länder, focusing on the concept and definition of cultural monuments. Also deals with the significance of ownership in the determination of an object's "worthiness" to be declared a cultural monument, commenting on treatment of castles and palaces by private owners and the state in the past.
